VF Vision


In the spring of 2013, Koochiching County’s largest employer, Boise, announced they would be laying off approximately 265 people at the International Falls paper mill.  This announcement set a series of events in motion that resulted in the creation of an Economic Response Team and a community engagement effort not seen previously in Koochiching County.

The Voyage Forward effort was born. A community engagement effort  gathered broad themes and was refined through a community wide survey  In addition, our consultant team from Newmark Grubb Knight Frank completed a detailed economic assessment of the county and regional area which led to an extensive analysis and development of an economic adjustment strategy with over 120 recommendations.

The planning and research is done. The time for doing is NOW. The results have been analyzed and the Voyage Forward Stewards crafted a Mission, Vision, Values, and  VF Mission Strategic Action Plan which provides a roadmap for the future of our county. A major component of the Strategic Action Framework are the ten key initiatives or “Destiny Drivers” the citizens felt most important.

Destiny Drivers provide regional, city, community leadership, and citizens with the information they need to implement action plans based on community input. Destiny Drivers provide the roadmap for future decisions and implement the changes we as a community want to see.
